Knowledge management provides essential underpinning infrastructure to support the developments in research, leadership and continuous learning outlined in Changing Lives as key enablers of a confident and competent workforce equipped to deliver the best possible outcomes in partnership with service users. Sharing Knowledge, Improving Practice, Changing Lives, is the strategy for knowledge management for the social service sector. It has been developed jointly by NHS Education for Scotland (NES) and the Institute for Research and Innovation in Social Services (IRISS). It sets out plans for development of a Social Services Managed Knowledge Network (MKN). This is a virtual group of organisations committed to the shared vision defined by the strategy. Organisations belonging to the MKN undertake to: • define organisational knowledge management objectives aligned with the national vision as well as local need; • help to develop and apply national standards for knowledge management • support their workforce and service users in developing the skills and confidence to find, share and use information • share information and learning resources across organisations as far as possible. Social Services Knowledge Scotland (www.ssks.org.uk) is an integrated portal providing access to information and learning resources for the workforce across the social services sector. It was developed through collaborative working across social services organisations and in many respects has served as a catalyst for production of the knowledge management strategy and the Managed Knowledge Network. The knowledge management strategy, and its key products, the Social Services Managed Knowledge Network and Social Services Knowledge Scotland are supported by Scottish Government. In the spirit of the Managed Knowledge Network, NES and IRISS are now looking to contract with a partner organization for three months January to March 2010 to carry out a range of communication and engagement activities that will raise the profile of the Social Services Knowledge Scotland portal and the Managed Knowledge Network. We are proposing a contractual arrangement whereby we would work closely with the partner organization through a Service Level Agreement to fund the activities outlined below during January-March 2010. A project plan with agreed milestones and payment schedule would be agreed. Ideally this project would be delivered by one member of staff with experience of promotion, training and working in the social services sector. The individual would be based for at least part of the time in the NES offices in Glasgow. 1. Building engagement around Social Services Knowledge Scotland: • Championing SSKS through promotion and marketing. • Carrying out SSKS and Information Literacy training when required (cascade approach, to trainers and champions) • Support and participate in the SSKS user group, increase awareness and membership 2. Supporting MKN organisations: • Supporting the Managed Knowledge Network Coordinator in engaging organisations to participate in the Managed Knowledge Network. Facilitating the development of Memorandum of Understandings that define organisational commitment to the national knowledge management strategy through local knowledge management objectives. • Providing advice, training and assistance, to support MKN organisations in utilising knowledge management tools and support, specifically, SSKS, the Community Builder Toolkit, Information Literacy, basic IT support, community of practice and other knowledge management models, by providing advice, training and assistance. 3. Administration support: • Organisation of steering group meetings, taking minutes and circulating to group, circulating material to the user group and steering group as and when required, arranging meetings with stakeholders.
